Patrick Toohey

Patrick Toohey offers a breadth of entitlement, development and preconstruction services as part of the Blackstone Development team. He specializes in consulting to entitle and/or development any size project. Entitlement services include processing of a conditional use permit or a tentative map, typically done under a pre-development agreement. Development would then be completed under a GMP contract.

Patrick also offers due diligence services including: development of fee schedules, market evaluation, underwriting, and financial modeling. His past experiences make him a great resource for land development, managing consultants to design improvement plan sets, oversee the plan check process, seek and evaluate construction proposals, contract with general engineering contractors, and supervise the construction of all improvements.
